Investing Through SeedBlink — the Planned ECSP Route

Status: SeedBlink is the platform Solar Plus Garden plans to use for its EU funding round. No agreement has been signed — and deliberately so. We will not enter a signing process before we have €2.2 million of registered investor interest. Listing on a regulated platform costs real money and real time; committing to it before the demand is demonstrable would mean spending the project’s capital on paperwork instead of panels. This page explains the intended route and why it was chosen. If the plan changes, this page changes with it.

When people ask how they will actually put money into Solar Plus Garden, the honest answer is: not through this website. You will not be entering card details on solarplusgarden.com, and the company will not be taking your money directly. In the European Union that is not a design choice — it is the law.

This page explains what that means, who SeedBlink is, and what changes for you when the round opens.

Why a Platform Is Required at All

Raising investment from the general public in the EU is regulated activity. Under Regulation (EU) 2020/1503 — the European Crowdfunding Service Providers Regulation, or ECSPR — a company cannot simply invite the public to invest in it. The offer has to run through a licensed European Crowdfunding Service Provider (ECSP): a firm authorised by a national financial regulator specifically to intermediate this kind of fundraising.

The ECSP is not a payment processor. It carries obligations that exist to protect you:

  • Standardised disclosure. Every project must publish a Key Investment Information Sheet (KIIS) in a prescribed format, so you can compare offers rather than marketing.
  • Investor categorisation and an appropriateness test. Non-sophisticated investors are assessed for whether the product suits them, warned about loss, and given a reflection period to withdraw.
  • Segregated handling of funds. Your money is not commingled with the company’s operating cash.
  • KYC and AML. Identity and source-of-funds verification on every participant.
  • The €5 million ceiling. A project owner may raise no more than €5 million from the public in any twelve-month period — which is precisely why Solar Plus Garden is built in phases.

So the platform is not a middleman added for convenience. It is the mechanism through which the protections apply.

Who SeedBlink Is

SeedBlink S.A. is a Romanian investment platform, and it was the first platform in Central and Eastern Europe licensed under ECSPR.

The EU passport is the part that matters most for this project. An ECSP licence granted in one member state is valid across the Union. A Romanian-authorised platform can serve an investor in Germany, Sweden, the Netherlands or Poland under the same rulebook — which is what makes a single pan-European round possible instead of twenty-seven national ones.

Why SeedBlink, Specifically

Three reasons, in order of weight.

It holds a genuine ECSPR licence with an EU passport. That sounds like a low bar. It is not. Plenty of platforms describe themselves as regulated while operating under something narrower. An entry in the ASF register with an ESMA passport is a checkable fact, and we have given you the register number above so you can check it.

The region fits. The project is in Serbia, the holding company is Estonian, and the investor base is European. A CEE-anchored platform with pan-European reach matches that geography better than a platform built for a single national market.

The investor protections are the ones this project needs. A pre-construction infrastructure project asking people for €500 has an obligation to make the risks legible. The KIIS format, the appropriateness test and the reflection period are exactly the mechanisms that force that.

Worth being straight about: SeedBlink’s established track record is in startup and venture equity rather than renewable energy infrastructure. That does not affect the regulatory protections you receive, which come from the ECSPR framework and apply identically whatever the underlying asset. But it is a fair thing to know, and you would find it out in five minutes on their site anyway.

When It Opens

Two things happen at €2.2 million of registered interest, and in this order: we begin the signing process with the platform, and then the round opens on it.

Not before. The threshold is not a marketing device — it is the point at which committing to due diligence, legal documentation and preparation of the KIIS becomes justified by demonstrable demand. Signing earlier would mean paying for a listing with nobody to list to.

This is also the honest answer to a fair question: why a waiting list rather than a button that takes your money? Because the waiting list is what unlocks the platform, and the platform is what makes taking your money lawful.

Interest registered since 28 August 2026 has passed €1.1 million — roughly half the threshold. That figure is non-binding expressed interest: not funds received, not commitments to invest, and nobody has paid anything.

Being on the waiting list does not create an account on the platform and does not carry over automatically. What it does is put the phase-opening notice, the full financial model and the prospectus in front of you before the round opens, so that when it does you are deciding rather than discovering.

What Does Not Change

The platform is the route in. It is not the investment. Everything underneath stays exactly as described elsewhere on this site:

  • The same 10 MW plant in South Vojvodina.
  • The same two-company structure — Estonian holding, Serbian operating company.
  • The same two participation formats, and the same €500 minimum.
  • The same risks. A licensed platform makes risk legible. It does not make it disappear, and no ECSP licence guarantees anyone’s return.

Investors Outside the EU

ECSPR is EU law and the platform route follows it. Investors elsewhere participate under different frameworks — Regulation S for most of the world, and Regulation Crowdfunding or Regulation D Rule 506(c) through licensed portals for US investors. See Ownership and transparency.

Nothing is open. The only useful action today is to join the waiting list, which costs nothing and commits you to nothing — and which is how the €2.2 million threshold gets reached in the first place.

Does the platform charge me a fee?

Platform fee structures are disclosed in the KIIS and platform terms at the time of the offer. Do not assume — read them before committing.

What if the plan changes and a different platform is used?

Then this page will be updated to say so. The regulatory requirement is that an authorised ECSP is used — not that it is any particular one.

Does an ECSP licence mean my investment is protected?

It means disclosure, suitability assessment, a reflection period and segregated funds are legally required. It does not mean your capital is guaranteed. Investing in an unbuilt infrastructure project carries the risk of losing money, and that risk is not removed by any licence.
